
From July 1, 2026, in the Republic of Belarus, beggars will be more active in getting rid of animals (dogs) due to the introduction of a mandatory tax for all dog owners (even without registration). On the one hand, it’s good that they won’t have animals and won’t give birth, but on the other hand, animals will die en masse. I think it was necessary to install CCTV cameras everywhere and force the police to catch the breeders, and then introduce similar taxes. Be patient, volunteers.
Animals are killed due to this tax.
Tax Code of the Republic of Belarus Article 309(1). Tax benefits for owning dogs
1. The following are exempt from tax for owning dogs:
- disabled people who own a guide dog;
- disabled people of groups I and II;
- disabled people of group III - in relation to one dog;
- persons who have reached the generally established retirement age or are entitled to an old-age pension with a reduction in the generally established retirement age - in relation to one dog;
- parents (adoptive parents) raising disabled children under the age of eighteen - in relation to one dog;
- parents (adoptive parents) in large families with three or more children under the age of eighteen - in relation to one dog;
- persons living in single-family or semi-detached residential buildings - in relation to one dog.
If the persons specified in paragraphs four to eight of part one of this paragraph have two or more dogs:
- an exemption from tax for owning dogs is provided for a dog whose tax rate is higher;
- an exemption from tax for owning dogs is provided for any of the dogs for which the tax rate is equal to each other.
Volunteers need to find disabled people of groups 1 and 2, or a pensioner, for one dog, so they can register the dogs in their names. Neighbors will 100% turn volunteers in to the tax office.
